II.2.4)Beschreibung der Beschaffung:

1) The supplier's analysis should be based on:

— acknowledged analytical models for technology development, maturity and distribution,

— acknowledged analytical models for ranking and positioning of providers in various markets and areas of technology,

— well defined and acknowledged research processes.

The service provider's methods must be based on acknowledged and well defined methods based on best practices for classic challenges within IT and the organisation of IT, such as:

— IT-strategy,

— sourcing,

— management of IT,

— portfolio management,

— business architecture,

— organisation of IT

— IT cost optimisation.

2) Member-based services:

The service provider shall be able to provide a membership-based contract with a fixed price for the various services and with well defined deliverables such as:

— role-based portals,

— free access to analysts within the programme,

— free access to analyses, methods, templates and tools included in the various programmes and available on the Internet through dedicated portals,

— offer analyses for the strategic level, including reference architectures, as well as specific, tactical advice on implementation.

3) Role-based programmes:

The service provider shall be able to provide:

— designated portal with relevant content for each individual role,

— analyses, methods and tools that address problems encountered in the different roles,

— a portal that is easily configured for individual needs,

— option for creating a network with other members who offer equivalent services or has an equivalent role.

4) Programme for IT managers and the IT unit:

— one of the offered programmes must be addressed the IT management,

— coaching of both a strategic and a tactical nature according to fixed patterns and the need for an IT senior manager and for selected IT management roles,

— network meetings with other IT managers from the public sector, both in Norway, Scandinavia and internationally,

— support the IT organisation in achieving business goals through effective use of technology.

5) The service provider must be able to cover all aspects of the IT sector including:

— consultancy services to end-user organisations (‘Users of technology’ — not suppliers) based on interview, analysis and daily contact with other equivalent organisations, to amongst other things, prepare best practice within different areas in the application of technology in the organisations,

— monitoring participants/suppliers in different technology markets, for example when ranking suppliers within a given market, assessing of the supplier's own development based on approved methodologies,

— monitoring available technology trends, analyses of the impact the technology can have in various parts of society, analyses of the various phases a technology undergoes from an idea to commercial availability in the market and in daily use in organisations,

— monitoring the market with market analyses of qualitative and quantitative nature,

— broad offer of professional conferences, seminars in Norway and internationally.

6) Consultancy services:

— the service provider shall provide consultancy services in close conjunction with and based on access to the same research and analysis materials offered through the subscription services.

The consultancy services shall be provided within the following professional areas:

— IT-strategy,

— sourcing,

— management of IT,

— portfolio management,

— company architecture,

— organisation of IT,

— application modernisation,

— IT cost optimisation.

7) Consultancy services for a technical team comprising up to 5 persons:

— ‘How-to’ instructions for implementation of projects,

— technical planning and deployment strategies,

— technical decision tool,

— technical subject library,

— technical product assessments,

— detailed technology assessments,

— access to analysts.

Based on the Contracting Authority's investigations and knowledge of the market, the chosen tenderer is the only tenderer in Norway who can cover the Contracting Authority's need and who offers a combination of subscriptions, consulting and professional conferences in ICT strategic consulting on this level. It is only by entering into agreement with Gartner that financial supervisory authority of Norway gains access to Gartner's unique knowledge database where information is collected from analysts in over 25 countries. The ability to control access to different information in strategic ICT through such subscription, which can be provide information, both in disciplines and different levels in a discipline is also unique to Gartner.
