Section II: Object
Provision of legal services.
This procurement is being conducted by Knightstone Housing Group, which is the contracting authority.
Knightstone Housing Group wishes to select firms for its legal services panel to
provide legal services for all organisations within the Group under eight Lots. The number of
providers on the panel will depend on the relative strength of the individual bids that we receive.
We do not have a pre-determined quota for the number of firms on the panel, but expect 3 to 5
firms to be appointed for each Lot. Each firm can bid for one, some or all of the Lots subject to the
outcomes of this Pre-Qualification stage of the procurement.
The contracts are for 48 months, commencing 3.4.2017. The contracts may be extended by up to a
further 2 years by mutual agreement.
The closing deadline for the receipt of PQQ submissions is 10:00 hours on 21.11.2016.

Each successful tenderer will be awarded a contract that will encompass the services to be provided under one or more lots.
Housing and property management
Legal services in support of housing and property management (tenancy management responsibilities as a landlord, arrears actions, disrepair, managing agents in supported housing schemes and data protection issues).
The contracts may be extended by up to two years by mutual agreement.
The pre-qualification and selection process consists of two stages:
— Stage 1 (pre-qualification) — to identify which Organisations expressing an interest meet Knightstone's minimum pre-qualification standards;
— Stage 2 (selection) — to select the Organisations to be invited to tender from amongst those who meet those minimum pre-qualification standards.

Governance, regulation and advice on governing documents
Legal services in support of governance, regulation and advice on governing documents.
Contracts may be extended by up to 2 years by mutual agreement.

Corporate transactions, including mergers and acquisitions
Legal services in support of corporate transactions, including mergers and acquisitions.
Private finance agreements
Legal services in support of private finance agreements (including the charging of assets).
Procurement and contractual arrangements
Legal services in support of procurement and contractual arrangements (EU procurement, appointment of consultants, contract law, construction, energy and renewables).
The contracts may be extended by up to 2 years by mutual agreement.
Legal services in support of tenancy enforcement activities.

Leasehold and home-ownership management
Legal services to support leasehold and home-ownership management (all aspects of managing leaseholders and freeholders with a service/estate charge).
Land & property transactions
Legal Services in support of land and property transactions (land and property acquisitions and disposals, and plot sales including new build home-buy and planning law, stamp duty land tax).
The contracts may be extended for up to an additional 2 years by mutual agreement.
Section III: Legal, economic, financial and technical information
The economic operator may be requested to provide a certificate from the Registrar of Companies stating that he is certified as incorporated or registered or, where he is not so certified, a certificate stating that the person concerned has declared on oath that he is engaged in the profession in a specific place under a given business name.

Please note that the providers are encouraged to propose skills development and training programmes within the locality of the contract in accordance with Knightstone's Employment and Skills strategy.
The providers are encouraged to provide added value contributions in order to support community programmes promoted by Knightstone where relevant to the subject of the contract. Accordingly the performance conditions for the contracts may include social and environmental requirements.
