The primary objective of the service contract is to support the comprehensive review of Member States' greenhouse gas emission inventories in 2016 to ensure that the European Commission has accurate, reliable and verified information on annual greenhouse gas emissions to determine compliance with the ESD targets and fulfil the European Commission's obligations under Article 27 of the MMR.
The secondary objective of the service contract is to build capacity of selected Member States with a view to strengthening their greenhouse gas inventory reporting using the 2006 IPCC guidelines.

In line with Article 134.1(f) of the rules of application to the Regulation (EU, Euratom) No 966/2012 of the European Parliament and of the Council of 25.10.2012 (Financial Regulation), during the 3 years following conclusion of the original contract, the contracting authority will be able to use the exceptional negotiated procedure for additional services (without prior publication of a contract notice) consisting of the repetition of similar services (up to a maximum of 50 % of the original contract value) entrusted to the economic operator awarded the initial contract by the same contracting authority.

Please note that this was published in the prior information notice 2015/S 37-062225 of 21.2.2015 with the title ‘ESD: tendering of service contract for comprehensive review in 2016’.
Please note the explanation of the range under II.2.1 and II.2.2 of OJ 2015/S 86-154253 of 5.5.2015 and that the budget range was between 850 000 EUR–1 000 000 EUR.
