RFI — Registration System for Visitors
This is an RFI.
The Norwegian Government Security and Service Organisation (DSS) provides, amongst other things, security guard services, security services, and reception services for the ministries.
DSS currently has 38 PC clients and 8 self-registration terminals for registering visitors to the ministries. DSS continually assesses expanding the number of self-registration terminals to approx. 30 in order to cover all the receptions where visitors are received.
DSS hereby invites interested suppliers to respond to this request for information (RFI). DSS would like to see what options there are for developing the visitor registration system for the establishment of the New Government Quarter, and would like to map what alternatives exist in the market.
We would like suppliers to provide information on sub-suppliers and technology, and to describe the options that the supplier believes can meet the required needs.
The responses will not be binding for DSS. See the attached documents for further information.
1) About DSS:
The Norwegian Government Security and Service Organisation (DSS) provides security, facility and digital services for the joint ministries in Norway. DSS is under the Ministry of Local Government and Modernisation, has approx. 700 employees, and is located in the centre of Oslo.
The Security Service Department (SAV) provides security guard and safety services that will contribute to ensuring that the ministries' functions are maintained. The services include security guard services, security controls, reception services, and the establishment, operation and maintenance of technical safety systems to the ministries, the Government's Representation Facility and the Prime Minister's residence.
The Section for Visitors and Access Control (BAS) checks visitors and employees' access to the joint ministries in order to safeguard material valuables and information that the ministries' produce.
The section currently has 60 employees and staffs 15 receptions in the ministry building in Oslo, where approx. 140 000 visitors per annum are received on behalf of 7 500 employees in the joint ministries. One of the section's assignments is to log executed ID checks on all visitors and notify relevant persons of their guests. A registration system for visitors is used for this.
The section is currently set up with 38 PC clients and 8 self-registration terminals for this, but DSS is continually assessing to expand the number of self-registration terminals to approx. 30 in order to cover all the receptions where visitors are received.

2) Background for the enquiry:
We would like suppliers to provide information on sub-suppliers and technology, and to describe the options that the supplier believes can meet the needs of an entity with the characteristics described above.
DSS is concerned with providing uniform services where we look at complete work processes and are, thus, looking to give our users integrated, seamless and simple tools for their work. In this enquiry we would like to look closer at how we can help users from the time a need for registering a visitor occurs, how the registration and visit are executed as flexibly as possible, to how the visit is ended. In such a process we envisage that there is a need to update both meeting owners and meeting participants with important information, update any notification systems, book meeting rooms with the correct capabilities, see to catering for the visit, show the way to the correct meeting room, etc.
3) How the enquiry is to be answered:
The enquiry is to be answered through the tender management tool by the stated deadline. Questions can be asked through the tender management tool right up until the deadline.
DSS has attached some questions in a spreadsheet, but suppliers are not to be bound by these questions, as they are not expected to cover all the options available in the market.
DSS reserves the right to hold one-to-one meetings with 1 or several suppliers, based on the responses to the RFI if required.
DSS would like, with this general description and the attached questions, to give suppliers sufficient information so they can inform us on the options that are available in the market.
The deadline for submitting responses is 23.9.2019, 12.00.
