On 2.12.2015, the European Commission adopted a circular economy package, which includes an EU action plan for the circular economy. The annex to the action plan sets out the timeline when the actions will be completed. One of the actions identified in this action plan is a commitment by the Commission to take action to increase the efficiency and uptake of the EU's eco-management and audit scheme (EMAS).

In this context the objective of this contract is to explore how further added value can be created for organisations and authorities based on the existing core requirements of EMAS such as third party verified legal compliance and reporting. The development of innovative measures, such as regulatory relief based on organisation verified compliance and the facilitation of verified reporting and information exchange with authorities and interested parties should in particular be investigated.

In line with Article 134.1(e) and (f) of the rules of application to Regulation (EU, Euratom) 2015/1929 of the European Parliament and of the Council of 28.10.2015 (Financial Regulation), during the 3 years following conclusion of the original contract, the contracting authority will be able to use the negotiated procedure for additional services (without prior publication of a contract notice) for new services or works consisting in the repetition of similar services or works entrusted to the economic operator to which the same contracting authority awarded an original contract, provided that these services or works are in conformity with a basic project for which the original contract was awarded after publication of a contract notice, subject to the conditions set out in paragraph 4 of Article 134.
