Public service concessions for the acceptance of visa applications in the regions Central Asia and Middle East.
The Service Provider operates visa application centers for Schengen visa applications, offering the following services:
1. Information: filing of visa applications, by telephone, e-mail, at the counter.
2. Instructions: application requirements and, where necessary, the scheduling of appointments on a website to be specifically created for this purpose.
3. Issuing the application forms and information sheets.
4. Receiving application documents on the premises of the Service Provider (checking that documents are complete, and entering the application data in an electronic file processing system, recording of the biometric data).
5. Receiving visa fees and forwarding there of to the diplomatic mission in accordance with the procedures to be determined by the diplomatic mission.
6. Receiving application documents by mail/another way.
7. Forwarding of all application docs.
8. Scheduling of appointments for the applicant to appear in person at the diplomatic mission.
9. Special services.

Principal place of performance: Armenia, Azerbaijan, Iran, Kirgizstan, Tajikistan, Turkmenistan, Uzbekistan, Kazakhstan (Region: Central Asia, Iran and Kaukasus).
Option of extending the contract twice by one (1) year at a time, maximum contract term not exceeding 5 years in total.
Service concessions for the acceptance of visa applications in region Middle East
Algeria, Bahrain, Israel, Jordan, Lebanon, Iraq (only Kurdistan), Oman, Qatar, Kuwait, United Arab Emirates (Region: Middle East and North Africa).
Option for extending the contract twice by one (1) year at a time, maximum contract term not exceeding 5 years in total.
Section III: Legal, economic, financial and technical information
Participation is possible by filing a request for participation. A form is available from the Contracting Authority on request free of charge. It contains information on:
— Net turnover for the last 3 closed fiscal years: 10 000 000 EUR (average).
— Annual average number of employees for the last 3 financial years: 110 (yearly average).
— Extract from the commercial register (or equivalent).
— Bank declaration concerning the applicant's economic/financial capacity,
— Proof of public liability insurance (Personal injury: min. 5 000 000 EUR; property damage: min. 1 000 000 EUR per event of damage or loss).
— Articles of association (or equivalent).
— Specification of at least two reference projects referring to the operation of visa application centers.
— At least one of the reference projects cited must relate to the operation of a visa application center for a member state of the Schengen Area.
— End of the completion period of each reference project: no longer than 8 years in the past.
The Service Provider is entitled to levy a service charge which must be in reasonable proportion to the services rendered and which shall not exceed 30 EUR. The diplomatic missions at the locations advertized in the tender specifications processed 326,674 Schengen visa(2015).The acceptance of applications for certain types of national visa may become part of the contract during the term of the contract for some locations. In 2015 9,838 relevant national visa were processed by the diplomatic missions at the locations advertized in the tender specifications. The calculation of the estimated contract value is based the number of Schengen visa processed in 2015 multiplied by a maximum term of 5 years and a maximum service charge of 30 EUR. A standardized deduction of 20 % for all countries set out in the tender specifications has been deducted to exclude VAT. The use of a service provider by the applicant is voluntary. Applicants may submit their applications directly to the Consulate at any time.

This procedure involves the award of a concession as laid down in the German Federal Act against Restraint of Competition (GWB), and the Regulation on Awarding Concessions (KonzVgV). The contract award procedure is carried out in two stages. The applicants' eligibility is first assessed in a competitive tender (Stage 1). The three most eligible applicants are admitted to the negotiation procedure (Stage 2), and are invited to submit a concrete bid. The most cost-efficient bidder is awarded the contract and commissioned with the project.
Reference is made to section 160(3), clause 1, no. 4 of the German Federal Act against Restraint of Competition (GWB). According to this legislation, an application for review will be deemed inadmissible if more than 15 calendar days have expired since receipt of notification from the Contracting Authority that it is unwilling to redress the claim.
