Hard Facilities Management (Hard FM) – Prior Information Notice
This PIN aims to reach out to the market for further engagement for the renewal of a comprehensive hard facilities management services framework, available to the wider public sector. The framework is comprised of a large number of service areas grouped under the following nine key headers:
— estate and facilities management services
— building works and maintenance services
— power supply, fuel and steam plant
— electrical installation and maintenance
— gas and oil appliances and ventilation and air conditioning (HVAC)
— fire and auto-doors
— statutory inspections and rating support services
— ancillary estate services
— hard FM managed services.

Building Management Systems (BMS)
Computer-based control system that manages and controls (but is not limited to) the mechanical and electrical services of a single building, up to an entire portfolio of buildings using intelligent standalone controllers, or outstations, to accurately control plant such as boilers, pumps, fans, lights and security systems in response to changing conditions such as time, temperature and light levels.
(CAFM) Computer Assisted Facilities Management
Information technology solution which includes (but is not limited to) asset management, planned maintenance, managerial information, hazards and warnings and general document management (e.g. work permits, health and safety notes).
Building Fabric Maintenance
Planned maintenance, inspections, tests and certification of fabric and building elements in accordance with statutory requirements.
Reactive building maintenance work, planned maintenance and minor alterations and improvements works. General works of a maintenance and refurbishment nature including small – medium capital works schemes, orders to include single works trades to multiple trades.
MTC Painting and Decorating
Reactive painting and decorating maintenance work, planned maintenance and minor alterations and improvements works. General works of a maintenance and refurbishment nature including small – medium capital works schemes, orders to include single works trades to multiple trades.
Reactive mechanical maintenance work, planned maintenance and minor alterations and improvements works. General works of a maintenance and refurbishment nature including small – medium capital works schemes, orders to include single works trades to multiple trades.
Reactive electrical maintenance work, planned maintenance and minor alterations and improvements works. General works of a maintenance and refurbishment nature including small – medium capital works schemes, orders to include single works trades to multiple trades.
Plumbing services in respect of sanitary ware, pipework, and drainage at in terms of repairs, new installations, commissioning, servicing and statutory checks.
Includes the flooring of areas, repairs and making good of any damaged flooring, advice on issues or queries surrounding flooring requirements and more.
Roofing and Guttering Services
Provision of repairs to existing roof installations, new roof installation, repairs to existing guttering, installation of new guttering, clearing of guttering, advice on issues or queries which the Customer may have surrounding roofing and guttering requirements and many others.
24 hour fully comprehensive re - glazing and emergency boarding up service for all types of window and structures containing glass.
Installation of new generators and the maintenance of existing generators including (but not limited to) general inspection of the generator set and associated components, service of the lubrication, cooling and fuel systems, testing of starting batteries and exercise of engines on load and no-load.
Standby Power Systems and Uninterruptible Power Supply (UPS)
Provision for the operation and maintenance of backup generators and uninterrupted power supply equipment, ensuring continuity of services by ensuring that the backup equipment is available at all times and starts as soon as the mains power supply is disconnected / interrupted.
Combined Heat and Power (CHP)
The service, maintenance, repair, installation and replacement of Combined Heat and Power Systems to ensure continuous supply of heat and power. Also includes remote monitoring of the heat and power system.
Includes the supply of tanks and/or storage systems, testing of the pumps and pipe lines, the cleaning of fuel interceptors, collecting tanks and manage decommissioning and disposal, replacing existing tanks with new tanks and transferring fuels across safely and effectively and design of a Bundled Fuel Storage system to meet specific requirements.
High Voltage & Switchgear Maintenance
General maintenance, fault diagnosis, repair work and new works of transformers, switchgears, circuit breakers, protective relays and switches.
Fixed Wiring Testing and Cable Management
Testing of electrical services and systems that conduct electricity around a building, covering all of the hard wire in a building and includes (but is not limited to) main panels, distribution boards, lighting, socket outlets, air conditioning and other fixed plants.
Lightning Conductor Testing
The provision of testing for lightning conduction including their installation, maintenance and repair to ensure compliance with guidance and legislation.
The replacement of lamps (bulbs) in light fixtures as each fails or as part of a schedule. This may include (but not be limited to) maintenance, service, repair, replacement and installation.
Gas and Oil Boilers
Provision of mechanical services in respect of boilers and heating systems including (but not be limited to) repairs, new installations, commissioning, servicing, statutory checks and advice on systems which represent the best option in terms of value for money, sustainability and operational constraints.
General Gas Appliances
Ventilation and Air Conditioning (HVAC)
New installations, general maintenance / servicing, fault diagnosis and repair works of ventilation and air conditioning systems.
Refrigeration & Freezer Maintenance
Fully comprehensive fault and breakdown maintenance service for (but not limited to) all production kitchen refrigeration, domestic refrigeration, clinical refrigeration, freezers and cold storage equipment.
Fully comprehensive planned maintenance annual inspection of fire resisting door sets.
Full servicing and inspection of Auto Doors (e.g. garage and appliance bay) at specified intervals and the provision of a 24 hour call out service.
An annual programme of statutory inspections to ensure all equipment receives the required inspections at the correct time. Inspections can be made for a vast array of areas for example electrical equipment, disabled access to buildings, CCTV, emergency lighting, fire doors and water hygiene.
Rating Support Services
Provision of a comprehensive service including (but not limited to) rate audits, rateable valuations, accurate rate liability forecasts (being mindful of sub-lettings, lease expiries and discretionary and mandatory reliefs), detailed financial reporting and business rate savings.
Electrical Sundries and Components
A comprehensive catalogue of electrical sundries and components products and associated provision of advice and support for said products.
Fire Safety Equipment & Maintenance
A comprehensive catalogue of fire safety equipment and associated provision of advice and support for said equipment.
Provision of storage and disposal of scrap items and/or equipment, which includes in the process (as standard) the delivery of crates and packing materials, labelling of crates, data logging, site-specific security procedures and the training and supervision of operatives.
Barrier Control Maintenance
Maintenance and repair of security gates, sliding gates, remote control gates, steel gates, timber gates, parking barriers and remote barriers.
The provision of new signs, the maintenance, replacement and removal of existing signage. Examples of signage include (but are not limited to) how to exit the building, general direction information, disability signs and health and safety signs.
Installation, replacement and maintenance of external and internal clocks of all sizes and material variants including (but not limited to) GPS controlled wireless clock systems, mains electric clocks, battery clocks, master clocks and supporting slave clocks, thermometers and digital clocks.
Nurse/Emergency Call Systems
Hard FM Managed Services
Provision of a fully managed service which includes the delivery for all other services by one Framework supplier.
