The subject of the contract is the purchase, maintenance and scheduled operation of new vehicles on the partial networks of Stadtbahn (lot 1) and North-South (lot 2) of the Berliner S-Bahn parallel operated and related services. Lots 1 and 2 are divided into the less specialised “vehicle procurement and maintenance” (Specialist A) and “Operation and related services” (Specialist B). Both lots will then be offered for both Lots (lot 1: A/B; Lot 2: A/B) and tenders may be submitted only for single technical lots and each other on the same subject (“Specialist A/A” and “Faclos B/B”). A total offer will also be accepted for all services in Lots 1 and 2. No lots are made by lot.
Information on the operating services on the sub-networks
Metropolitan railway (lot 1)
It is currently planned that the start of operations will be staggered from 21.9.2026 to 1.12.2031. In the current state of planning, the network comprises the following lines and operational dates:
21.9.2026: Preliminary rolling stock shall be operated by means of scheduled services in the operating room of the following lines. The details are set out in the tender documents;
29.5.2028: S9 (BER — Spandau);
26.11.2029: S75 (Ostbahnhof — Wartenberg);
29.7.2030: S7 (Potsdam Hbf. — Ahrenfelde);
05.5.2031: S5 (Western Cross — Strausberg Nord);
1.12.2031: S3 (Erner — Spandau).
The provision of transport services ends 15 years after the first start of operations, i.e. on the basis of the current planning on 20.9.2041. The transport services referred to above have an overall service of at least 14 million train kilometres (km) per year after having started to operate in full. Additional transport services will be planned with changes to the previously designated lines and the introduction of new lines in the operating room or with reference to the operating space of the lines mentioned above [examples: Extension of the offer to the Stadtbahn (Ostbahnhof — Charlottenburg), additional route to the airport BER, prolongation of S-Bahn-prolongation to Falkensee and Nauen]. North/South Partial Network (Lot 2)
It is currently planned that the start of operations will be staggered from 4.3.2030 to 13.12.2033. In the current state of planning, the network comprises the following lines and operational dates:
4.3.2030: Preliminary rolling stock shall be operated by means of scheduled services in the operating room of the following lines. The details are set out in the tender documents;
1.3.2032: S85 (BER — Central Station — Central Station);
23.8.2032: S25 (Teltow City — Hennigsdorf), S15 (Waidmannust — Hauptbahnhof);
8.3.2033: S2 (Bernau — Blankenfelde);
13.12.2033: S1 (Wannsee — Oranienburg).
The provision of transport services ends 15 years after the first start of operations, i.e. on the basis of the current planning on 3.3.2045.
The services referred to above have an overall price of at least some 12 million km per year after having taken full service in a given timetable year. Additional transport services will be planned with changes to the previously designated lines and the introduction of new lines in the operating room or with reference to the operating space of the lines mentioned above [examples: Use of new line section S21 (2-3). Growth of power generated by the provision of additional transport services on the two components.
The total additional transport services referred to above for the two sub-networks will, according to the current schedule, be in the order of 4 to 9 million km per year. The gaps and overshoots of this magnitude are still likely to be observed. The scope of the additional transport services and their allocation to the two sub-networks will be clearly defined in the tender documents;
(3) As to II.2.4) Procurement and maintenance
Only new vehicles (vehicles produced and procured for the provision of the services covered by this contract are hereby authorised).
According to the current plan, a rolling stock requirement of approximately 500 quarter of the equivalent (FTE) will be assumed for the previously designated power over both subnetworks (lot 1/Los 2), of approx. 26 million Zkm p.a. The vehicles are allocated to the sub-networks in the tender documents. For the aforementioned 9 million Zkm p.a. of additional transport services (see above indications as to the possible scope of the operation), an extension of the fleet of approximately 190 additional FTE would be required. Out of these 190 FTE, 102 are mandatory for procurement (total number of 602 FTE). Further audits are still pending before the award is launched. More precise definitions of the scope of the additional rolling stock and how it is attributed to the two sub-networks will therefore only be included in the tender documents.
The procurement documents will include the acquisition of ownership of the vehicles in question on one or both contracting entities. In this case, the transfer of ownership shall take place on the date on which the vehicle is put into service for scheduled transport services. The funding will be paid from the award of the contract until the scheduled expiry of the guarantee (2 years after transfer of ownership) according to a market price schedule as defined in the procurement documents.
The rolling stock shall be kept at least for the duration of the contract. Under current planning, a contracting authority’s right to extend the contractor’s maintenance responsibility is foreseen for the continued use of the vehicles covered by the contract in subsequent transport contracts. This is to be extended to cover the 30-year life cycle of the vehicles.
Contracting entities shall aim to make use of existing workshops and workshop areas used for maintenance purposes, even after the end of the contract, for the purposes of maintaining the Berliner S-Bahn vehicle. In addition, the use of one or more regional workshop sites on a leased basis will be sought at least for necessary capacity extensions by the contractor. Details will be given in the tender documents;
(4) In the performance of the services to be awarded, the Contractor shall be required to provide, at least in accordance with the charges for a collective agreement in force in Berlin or Brandenburg, the remuneration of his employees in the performance of the service. Details are provided in the tender documents;
(5) The information under II.2.7) shall relate to the duration of the services to be carried out in the lots as from the date of first start of operation respectively;
(6) To be indicated under IV.1: the procedure is carried out as a competitive tendering procedure.
