II.2.4)Description of the procurement:

The CEA Grenoble wishes to conclude a contract for the maintenance and operation of laboratory gas distribution installations and cryogenic fluids for the CEA site of Grenoble. The services are divided into 2 areas:

(a) perimeter No 1 — operation and maintenance of laboratory gas distribution facilities:

— Gas distributed: all types of gases and gas mixtures of high value added for laboratory research application. These gases may be corrosive, very toxic, pyrophoric, oxidising, etc.,

— objective: ensure the implementation and continuity of distribution of these gases,

These services must comply with the rules in force, the CEA safety rules and the security rules specific to each gas.

The range of gases used covers all the requirements of the CEA Grenoble, ranging from simple industrial gases to gaseous mixtures for laboratories. Therefore, the range of equipment to be maintained in perfect working order is also quite extensive, ranging from the simple pressure regulator to the ‘gas cabinet’.

Monitoring and analysis of gas consumption.

The management of installations under operation.

Lockouts, machines and sentences for gas distribution installations.

Reporting and updating of monitoring files,

— proposals for improvements aimed at optimising the facilities.

Preventive and curative maintenance of gas distribution installations,

— connection of packaging to gas distribution installations (100 connections/month).

The facilities to date include:

— 200 pressure-reducing valves,

150 relaxation modules.

Approximately 140 manual rearming power stations, manual

— 30 automatic, semi-automatic “gas cabinets”,

— 30 basic abatement systems ‘Oxal’, ‘Cleanwind’, etc.

Points of Use (purifiers/purifiers) at the point of use.

Associated control/control systems (GTC, buses, etc.), 2 so far.

Gas packaging deliveries:

— 180 bottle movements per month from October 2009 to June 2013 (from B0, 4 to B50),

— 50 movement of frames per month from October 2009 to June 2013 (frames of 8 to 20 bottles B50).

Gas packaging deliveries:

— 12 bottle movements per month from January 2012 to November 2013 (from B05 to B50),

— 1 movement of frames per month from January 2012 to November 2013 (frames of 11 to 18 bottles B50),

— 2 ‘special’ packaging movements per year from January 2012 to November 2013 (POCL3 parex);

(b) perimeter 2 — operation and maintenance of installations for the distribution of cryogenic fluids.

For helium:

— refilling containers of 100, 250 and 450 L by recording from an existing installation with a maximum evaporation rate, provision of the tanks to the deliverer and monitoring of the quantities distributed,

Maintenance of the liquid helium tanks,

— preventive and corrective maintenance of 5 helium recovery stations,

— maintenance of the specific equipment required to perform the service: groups of pumping, transfer rods, flexible lines, etc.

For other cryogenic fluids:

Monitoring of the tanks installed on the site to trigger supplies, detection of any anomalies, adjustment and calibration of the automatic pressure and pressure acquisition systems,

41 installed tanks:

— 15 000 l of liquid nitrogen distributed each month in reservoirs of 65 and 200 l,

— 12 000 litres of liquid helium transferred each month into 100 and 250 litres tanks, 80 % in tanks of 100 l,

— 80 helium storage tanks of 100 and 250 l and 80 N reservoirs,

— 5 helium recovery stations installed on the site including each gas meter and several compressors sending gas under pressure to 200 bar storages; 12 compressors from 40 to 200 Nm3/h.

Option: reversibility phase at the end of the market.
