II.2.4)Description of the procurement:

The SatCen seeks to award a framework contract covering the on-demand supply of studies supporting operational multisource analytical assessments in the field of border security. The studies must include quantitative and qualitative data collection/analysis methodologies, literature reviews, geospatial analysis and the integration/analysis of disparate sources of current and previously collected data, in order to provide actionable information over a specific Area of Interest (AOI) that will be specified for each study. Actionable information consists of information that can be directly useful to customers for immediate exploitation without having to go through the full production process.

Justification:

In order to meet unforeseen and urgent orders for analytical products from our user in a timely manner and without disruptions in the production and delivery processes, and given that the urgency of the situation renders the normal time limits impracticable, SatCen needs to make use of the accelerated procedure. The time-limit for receipt of requests to participate is 25 days (instead of 32 days) counting from the day after dispatch of the Contract Notice to the Publications Office. The time-limit for receipt of tenders is 20 days (instead of 30 days) counting from the day after dispatch of the invitation to tender to selected Candidates.
