The Municipality of Amsterdam intends to launch a call for tender on the market for the conclusion of an agreement to be able to receive the telematics for vehicles supplies and services.

In preparation for this invitation to tender, the Municipality of Amsterdam intends to request information from market participants through this market consultation.

II.2.4)Description of the procurement:

The scope of the tender consists of the purchase of different systems. The municipality of Amsterdam wants to retain the option of setting up and implementing systems per individual vehicle therefore the municipality requires a modular design agreement. Not all vehicles need all systems (e.g. waste collection vehicle does not need a pool system). Where a vehicle does not require a (part of a) system, the sponsor does not wish to pay compensation for this system. The systems that the municipality wishes to take are the following:

• Vehicle tracking system;

• Rit registration system, and

Pool system.

Vehicle tracking system.

It must be possible to locate each vehicle in a number of meters. The municipality needs such a system because it helps so that team leaders know where their colleagues are at work.

Ritlogging system.

The stamp of the RSS must have been issued to the zip registration system. This proves that the system offered by the tenderer meets the requirements of the Dutch Tax Authority and the strictest rules on privacy and fraud.

Pool system.

The pool system allows users to set aside vehicles, distribute and unlock vehicles and indicate whether a journey is made for business or private use, or to ride kilometres for private purposes. It is important that the pool system works in the same way in all vehicles and that it is easy to manage for the fleet manager (s).


Certain reports have to be generated both for budget holders, managers, team leaders, fleet managers and the central fleet of vehicles. In order to ease such reporting, it must be possible to select vehicles by type, brand and category and also to create and store in the system groups of vehicles themselves. This ensures that a fleet manager, for example, of 15 vehicles does not have to select again the same vehicles every time to be able to generate a report.
