ID 1660937 DfE Invest NI — Small Business Programme for the NI Food and Drink Sector
Invest NI wishes to establish a contract by appointing a Contractor to facilitate the delivery of the elements of the Small Business Programme to ensure smaller Food and Drink businesses from within Invest NI’s portfolio are given exposure to external markets through participating in a range of capability and market development activities which will facilitate growth.
It is anticipated that this contract will commence on award of contract for a duration of 2 years. The client may at any time before the completion of the contract period invite the Contractor to agree to extend for any period up to and including 3 x 12 month periods commencing from the termination date of the original Contract Period.
The estimated total value of this contract will be between 800 000 GBP to 1 400 000 GBP over the full 5 years. This range represents the upper limit of an estimated contract value and reflects the potential scales of the contract taking into account such changes to the scope and/or scale, which may result from future operational requirements.

The successful Contractor’s performance on the contract will be regularly monitored. Contractors not delivering on contract requirements is a serious matter. It means the public purse is not getting what it is paying for. If a Contractor fails to reach satisfactory levels of contract performance they will be given a specified time to improve. If, after the specified time, they still fail to reach satisfactory levels of contract performance, the matter will be escalated to senior management in CPD for further action. If this occurs and their performance still does not improve to satisfactory levels within the specified period, it may be regarded as an act of grave professional misconduct and they may be issued with a certificate of unsatisfactory performance and the contract may be terminated (VI.4).
