EEA 058-2018 Decontaminators
Bergen municipality and collaborating parties will enter into a Framework Agreement for the purchase, delivery and assembly of decontaminators, and disassembly of any old machines and management of these in accordance with the Waste Regulations. The service provider will also implement training in the use of the products in connection with their delivery and assembly. The service provider must also provide a service device for when the machines need servicing or repairs.

Freight, delivery, assembly, any disassembly of older machines and management of these in accordance with the Waste Regulation and the handling of the packaging, and training in the use of new machines must have a set price. Exceptions from this are regulated in Appendix 1 point 1.1 and point 6.3 to the contract. The price of the decontaminators in the framework agreements will thus be the price of the machine plus the price of freight, delivery, assembly etc.
The estimated contract value is approx. 1 500 000 NOK per annum, excluding VAT. The total contract value, including options, will be approx. 6 000 00 NOK excluding VAT. The stated amounts are estimates based on statistics, the reported volume from the departments and information from current suppliers. The contract is subject to changes in volume, including, amongst other things, from budget resolutions, any competitive tendering of services, the municipality's activities and/or organisation.
The framework must be usable by the entire municipality and it's collaborating parties, but this is for products that first and foremost are utilised in the nursing homes.
Due to a political decision on changes to the institution structure in Bergen municipality, there will be some new nursing homes in the contract period (engineering design services/construction is being carried out) and some institutions will be closed.
New nursing homes: 90 places.
Siljuslåtten Nursing Home: 90 beds. Planned completion first quarter of 2019.
Sandsli Residential and Activity Centre: 120 places. In addition 30 Welfare Plus residences shall be established in the same building. Planned completion second quarter 2019.
Åsane: 100 places. Planned completion in 2021. During the next few years, this nursing home will be replacement places for Midtbygda Nursing Home, that will be rehabilitated.
New building at Frieda Fasmers Minne: 54 new places.
New building at an existing nursing home: 60 new places, probably in connection with Slettemarken nursing home.
St Johanneshjemmet will be rebuilt to become a 41 care places facility, plus residences. Planned completiyion is the end of 2020.
Old peoples and nursing homes that will be closed:
B-hospital: 23 places at B-hospital will be closed when the rental contract expires. The contract applies:
Enkers Retirement Home: 23 places will be terminated when Sansli opens in the 3rd quarter of 2020.
Storetveit Nursing Home: Not yet clarified, but will at least continue to operate until Sandsli opens in the 3rd quarter of 2020.
The above information is only a guideline and delays can occur. In the estimated contract value and in the indication of volume in the price form, the named changes have been taken into consideration. NB: These are estimates.
Some municipalities can be subject to municipality mergers, which can lead to changes in volume and changes of the names and organisation for actual collaboration partners.
Option for a further 2 years, total maximum 4 years. The Contracting Authority can choose to take up the option for 2 years in several stages, e.g. for 1 year at a time.
Abschnitt III: Rechtliche, wirtschaftliche, finanzielle und technische Angaben
Requirements: the tenderer shall be a legally established company.
Documentation: company registration certificate, which has been issued no more than six months before the tender deadline. Confirmation of registration in a trade or business register as prescribed by the law of the country in which the supplier is established (applies to foreign companies).
Requirement: procedures for environmental management. The assignment requires tenderers who have procedures and systems that ensure that the execution of the delivery has a low environmental impact.
Documentation: description of the company's procedures and systems for ensuring low environmental impact when carrying out the delivery. If the company has environmental certification or ISO 14001:2015 or equivalent third party verified systems, such certification or documentation of fulfilment of the qualification requirement will be accepted. Requirement: quality assurance. The assignment requires tenderers to have quality management systems.
Documentation (to be provided in one of the following ways): description of the company's procedures regarding quality management, with emphasis on quality assurance, resource management, managements' responsibility, and continuous analysis and improvement. If a tenderer has ISO 9001:2015 certification, this certificate will be accepted as documentation of fulfilment of the qualification requirement.
