Land Environment Air Picture Provision (LEAPP) Support Contract
Provision of In-Service Support to LEAPP.
Bedfordshire and Hertfordshire.
The Joint Sensor and Engagement Networks (JSENS) delivery team, part of the UK Ministry of Defence (the Authority), intends to place a contract with Lockheed Martin UK Ampthill (LMUKA) Ltd (the Contractor) for the provision of support services for the Land Environment Air Picture Provision (LEAPP) capability. LEAPP has been in-service since November 2014 and the purpose for this contract is for the continuation of support services maintaining the LEAPP capability from January 2020 until March 2022, with options to extend until 2024. The range of tasks include working on component elements of LEAPP Support including, but not limited to updates to the technical documentation, development and provision of training, obsolescence, repair and configuration of existing assets and re-certification of system safety, that is directly linked to the current LEAPP support solution.
Two 1-year options to extend until Mar 2023 and March 2024.

It is considered that this requirement can be placed using the negotiated procedure without prior publication pursuant to Article 28(1)(e) of Directive 2009/81/EC (Regulation 16(1)(a)(ii) of the Defence and Security Public Contracts Regulations 2011) for technical reasons.
As the design authority and original system integrator, the contractor has the required technical expertise on the complex software system developed under the LEAPP contract, the commercial off the shelf (COTS) software and modified existing military software and their integration. The software is the combination of several builds, sub builds and installed as a single software load. The contractor also has an in-depth platform and capability understanding of the architectural decisions which have developed and maintained the LEAPP capability to date, including the technical complexities of the software intensive system – the design, interfaces or integration aspects. The contractor is therefore the only contractor with the required expertise and know-how available to complete the required task in the time available.
Due to the complexity of the non-decomposable system architecture any changes to the LEAPP system will require the Contractor’s expertise to successfully integrate the changes while avoiding any risk of degradation to the safety and performance of the system. Any new contractor would have to take on the prime system integrator role, resulting in a critical dependency on LMUKA. Any support activity which involves changes to the system software will require LMUKA to undertake the final software integration, test and acceptance of changes to the system software.

The Authority reserves the right to amend any condition related to security of information to reflect any changes in national law or government policy. If any contract documents are accompanied by instructions on safeguarding classified information (e.g. a security aspects letter), the Authority reserves the right to amend the terms of these instructions to reflect any changes in national law or government policy, whether in respect of the applicable protective marking scheme, specific protective markings given, the aspects to which any protective marking applies, or otherwise.
