Plumbing Work Measured Term Contract 2020-2024
East Renfrewshire Council will shortly be issuing tender documents as it looks to appoint a suitably qualified and experienced contractor to deliver a measured term contract for plumbing works.
The service to be provided by the successful contractor includes repair, replacement and maintenance of plumbing work in association with property management of East Renfrewshire Council Buildings including all educational properties (Note: housing properties do not form part of this contract). The services includes providing a 24-hour 365 days emergency response service in accordance with the priority schedule detailed in contract document to enable emergency work to be carried out in compliance with the contract conditions.
The buyer is using PCS-Tender to conduct this ITT exercise.
The service to be provided by the successful contractor includes repair, replacement and maintenance of plumbing work in association with property management of East Renfrewshire Council Buildings including all educational properties (Note: housing properties do not form part of this contract).
The services includes providing a 24-hour 365 days emergency response service in accordance with the priority schedule detailed in contract document to enable emergency work to be carried out in compliance with the contract conditions.
East Renfrewshire Council reserves the right to extend the contract for up to a further 2 x 12 months period.
In line with Regulation 72 of the Public Contracts (Scotland) Regulations 2015 East Renfrewshire Council reserves the right to procure small capital plumbing related projects up to the value of 25 000 GBP under this contract. These work may include the repair, modification or replacement of existing plumbing installations and associated work.
Total quality weighting is 40. Sub-weightings for quality assessment detailed above .

Bidders will be required to confirm their membership/accreditation with one of the following organisation or equivalent:
— Association of Plumbing and Heating Contractors (APHC),
— Chartered Institute of Plumbing and Heating Engineers (CIPHE),
— British Standards Institution (BSI),
— Scottish and Northern Ireland Plumbing Employers’ Federation.
To establish the financial standing of a tenderer, the Council will firstly take into account a risk report provided independently by Credit Safe. Within such reports, the risk of business failure is expressed as a score ranging from 1-100. In the event that a company is determined to have a risk failure rating of below 30 i.e. that the company is considered to have a high risk of business failure, the submission will not be considered further. Where you are not registered on credit safe e.g. charitable organisations, new start companies and sole traders you are to submit 2 years financial accounts, including profit and loss statement and balance sheet for consideration.

Community benefits should improve the economic, social or environmental well-being of the area. Under this contract the successful contractor will be requested to support East Renfrewshire Council’s economic, environmental and social regeneration objectives to achieve benefits for our identified beneficiary hierarchy.
Tier 1. Targeted recruitment and training for priority employability groups;
Tier 2. Work experience placements for the same target groups;
Tier 3. Curriculum support for schools and those on employability pathways;
Tier 4. Community enhancement for community groups and projects;
Tier 5. Small and medium enterprises and social enterprise organisations supply chain support.
Based on the value and term of contract being offered the Council expects you to meet a minimum of 40 community benefits points. In response to this question you are to detail the community benefit outcomes you will deliver, provide a method statement for delivery, monitoring arrangements and the contact details of the individual who will be responsible for the delivery of any agreed outcomes.
If you are successful in the award of this contract you will be required to communicate/meet with Lorna Wallace, community benefits Officer to finalise the delivery of the benefits that you are offering under this contract.
