Jisc is seeking to enter into contract with Wiley Subscription Services Inc. to offer Jisc members the opportunity to access and publish Wiley's' full collection of resources at preferential rates. The service is being contracted on behalf of our members, not for Jisc's own use. The contract will be from March 2020 to 31.12.2023.
Jisc is seeking to enter into contract with Wiley Subscription Services Inc. to offer Jisc members the opportunity to access Wiley's' full collection of online resources at preferential rates. The service is being contracted on behalf of our members, not for Jisc's own use. The contract will be from March 2020 to 31.12.2023. add to the bottom of this, the contract grants access and open access publishing to Wiley’s Full 2020 collection of 1635 titles. The intellectual property rights for the journal titles in this collection are owned by Wiley. Wiley is either the publisher of or has exclusive contracts to grant the publishing and access rights for the journal titles contained within this collection and therefore another economic provider cannot fulfil this contract.
The contract value is an estimate based on previous spend and is the aggregate sum of the licence fees that will be paid to the supplier by Jisc member institutions over the contract term. Jisc itself makes no payment to the supplier for this service.

Wiley Subscription Services Inc. is the sole supplier of Wiley Online Library (Journals) and this is online resources of unique content, permitting Jisc to enter into the direct award under the Public Contracts Regulations 2015.

Jisc Services Ltd will incorporate a standstill period at the point information on the award of the contract is communicated to suppliers. This notification provides information on the award decision. The standstill period,which will be for a minimum of 10 calendar days, provides time for suppliers to challenge the award decision before the contract is entered into. The Public Contracts Regulations 2015 article 91 provides for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court(England, Wales and Northern Ireland).
