This contract will support the commission in the evaluation of the EU biodiversity strategy to 2020, through elaborating an evaluation methodology, carrying out stakeholder consultations, evidence collection, review and analysis, and drafting an evaluation study report. The contract will further develop business-as-usual scenarios for biodiversity to 2030 and 2050, and will support the commission in the definition and impact assessment of post-2020 EU biodiversity policy options; broad stakeholder consultations and the production of an impact assessment report with recommendations and an intervention logic.

Open call for tender: single contract of 27 months (total budget 500 000 EUR)
The performance of the contract is divided into 2 phases: the duration of Phase 1 will be 18 months and the duration of Phase 2 will be 11 months, with an overlap between the 2 phases of 2 months. The contractor is authorised to continue the performance of the contract in the second phase only with written consent of the Contracting Authority. The Contracting Authority will notify the contractor in writing about its consent 2 months before the start of the second phase.

In line with Article 11.1(e) of the Annex to Regulation (EU, Euratom) No 2018/1046 of 18.7.2018 on the financial rules applicable to the general budget of the Union, for new services or works consisting in the repetition of similar services or works entrusted to the economic operator to which the same Contracting Authority awarded an original contract, provided that these services or works are in conformity with a basic project for which the original contract was awarded after publication of a Contract Notice, subject to the conditions set out in point 11.4.

If you believe that there was maladministration, you may lodge a complaint to the European Ombudsman within 2 years of the date when you became aware of the facts on which the complaint is based (see http://www.ombudsman.europa.eu). Such complaint does not have as an effect either to suspend the time-limit to launch an appeal or to open a new period for lodging an appeal.
Within 2 months of the notification of the award decision you may lodge an appeal to the body referred to in VI.4.1.
