Impact Assessment Study on the List of High-value Datasets to be made Available by the Member States under the PSI-Directive — SMART 2019/0025
The recast public sector information directive envisages the adoption of a commission implementing act defining a list of high-value datasets (HVDs) held by public sector bodies and public undertakings, and their re-use conditions across the EU. These datasets are to be made available for re-use for free, via application programming interfaces, in a machine-readable format and if possible as a bulk download.
The study will support the impact assessment underlying the implementing act. The contractor will:
1) Identify in every Member State specific datasets that should belong to the list of HVDs;
2) Analyse the possible impacts of making the HVDs available for re-use free of charge on public sector bodies and public undertakings and the markets in which they operate;
3) Identify and quantify the socio-economic benefits, impacts and potential for AI applications of the identified datasets;
4) Assist in organising and analysing results of a public hearing and public consultation on HVDs
