Provision of Mobile and Field Connectivity
Mobile and field connectivity services including the provision of business mobile, telemetry connectivity, mobile and field devices and connectivity advisory and innovation services.
Scottish Water is looking to procure the next generation of mobile and field connectivity services prior to the expiry of the current agreements in July 2020. While Mobile and field connectivity services are often seen as a commodity service it is a key enabler in how successful Scottish Water is as a business delivering services across Scotland. For example if as a business Scottish Water want to detect and reduce leakage in the network, then the IOT investment needs to be underpinned by a reliable and geographically spread mobile service. The mobile and field connectivity services procured will be a key enabler to Scottish Water’s digital transformation journey and therefore we need a flexible and customised mobile service that will meet our needs now and in the future. Therefore Scottish Water is looking to create a customised mobile service and field connectivity framework that delivers the following key benefits:
— flexibility for our workforce dependent on role type; in network options/availability, tariffs, devices, international roaming,
— mobile services that deliver an excellent customer experience,
— geographical blockers reduced through a highly resilient and available network across Scotland,
— no risk to telemetry/security assets and no downtime,
— increasing value, decreasing costs,
— being able to take advantage of new technologies,
— mobile services that can also be leveraged to benefit our communities.
The mobile and field connectivity services will include the provision of business mobile, telemetry connectivity, mobile and field devices and connectivity advisory and innovation services.
Annual spend is estimated in the range 1 500 000 GBP-2 500 000 GBP.
Initial award of 2 years with options to extend for a further 3 x 2 years.

All applicants will be required to complete a pre-qualification questionnaire, signed race relations form, signed eligibility/non disqualification of director certificates.
The pre-qualification and forms referred to above will be included within the invitation to negotiate (ITN) documentation.
Applicants will be expected to be of sufficient financial and economic standing to support the anticipated contract value. All applicants must complete the financial questions within the pre-qualification questionnaire and tender documents. Financial standing relevant to the anticipated contract value will be determined by Scottish Water based on the response to the pre-qualification questionnaire and any further financial checks deemed necessary.
All applicants will be required to demonstrate compliance with ISO20000, ISO27001, IS027035 and the NIS Regulations.
All applicants will be required to demonstrate technical capability in delivering all scope areas including track record as part of the ITN.
Scottish Water reserves the right to require deposits, guarantees, bonds or other forms of appropriate security.
All prices quoted shall be in Sterling (UK) and all payments shall be made in Sterling (UK). Payment shall be made on the basis of completed services in accordance with the agreed contract rates, schedules and conditions of contract.
In the event of a group of companies submitting an accepted offer it will be necessary for each member of the group to sign an undertaking that each company in the group will be jointly and severally liable for the satisfactory performance of the contract.
Bidders must comply with modern slavery act and operate an ethical supply chain.

Scottish Water will not accept the ESPD. We will only accept a completed Scottish Water PQQ document. Bidders should submit a completed ITN document by the stated deadline.
This notice does not preclude Scottish Water from issuing other notices for specific requirements. Applicants who fail to supply all of the information requested in response to this Notice or any resulting tender exercise may risk elimination. Tenders received will be evaluated and short-listed. Negotiations will then take place with one or more successful tenderers to secure the best overall solution. The process will involve the take up of references. Suitable candidates may be required to attend meetings, talks and give presentations at no cost to Scottish Water. It should be noted that Scottish Water reserve the right to subdivide the scope at tender stage to better reflect business needs as deemed appropriate.

Scottish Water will incorporate a minimum of 10 calendar day standstill period at the point of information on the award of the contract is communicated to tenderers. This period allows unsuccessful tenderers to seek further debriefing from the contracting authority before the contract is entered into.
Applicants have 2 working days from the notification of the award decision to request additional debriefing and that information has to be provided a minimum of 3 working days before the expiry of the standstill period. Such additional information should be required please use the contact details in Section I.1), quoting reference (to be completed once active).
If an appeal regarding the award of contract has not been successfully resolved the Utilities Contracts (Scotland) Regulations (SSI 2006 No 2) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rule to take action in the Sheriff Court or Court of session. Any such action must be brought promptly (generally within 3 months). Where a contract has not been entered into the Court may order the setting aside of the award decision or order the authority to amend any document and may award damages. If the contract has been entered into the Court may only award damages. The purpose of the standstill period referred to above is to allow parties to apply to the Courts to set aside award decision before the contract is entered into.
