VII.2.1)Description of the modifications
Nature and extent of the modifications (with indication of possible earlier changes to the contract):

By amendment to contract with Arvato signed on 20.10.2016, new tasks were added to the contract (modification notice 2016/S 214-389320 of 5.11.2016).

By amendment to contract with Arvato signed on 21.12.2016, the contract was extended by 2 years, i.e. until 12.5.2021.

Description of the economic or technical reasons and the inconvenience or duplication of cost preventing a change of contractor:

The Publications Office is considering a new strategy for the physical distribution of publications. Due to complexity of tasks and a long takeover, launching a call for tenders for a short period of time after expiry of the current contract would mean disproportional administrative and financial costs both on the side of the contracting authority and of the new contractor.
