Purchase of ZTM tickets: one-off, temporary, short-term and long term records in the form of electronic records for resale on a tariff basis for local collective transport in the City of Warsaw via fixed ticketing facilities located in agreed locations. By selling tickets in vending machines, the electronic record of proximity cards and the electronic entry on card tickets for collective transport purposes should be understood.

As part of the execution of the contract, the Contractor will ensure the continuous sale of tickets issued by ZTM for 24 hours a day, covering all days of the week, in all vending machines and will ensure continuous technical and IT supervision.

II.2.4)Description of the procurement:

Ticket sales in vending machines are the electronic recording of proximity cards for long-term tickets and the electronic recording on card tickets for temporary, one-off and short-term tickets for collective transport. The agreement shall be open to the public and will be concluded with any person interested in participating in the open system, accepting the content of the Urban Transport Board of the Agreement, which satisfies the requirements for the functionality of ticketing machines and the arrangement of their location. The text of the agreement is available at: www.ztm.waw.plTHIS IS THE CASE. The provisions of the Public Procurement Law Act shall not apply to the conclusion of contracts under a system that is open to any person concerned.

The possibility of allowing many different Contractors for the deployment of the ZTM ticket distribution network for their slot machines, taking into account, inter alia, the existing need for the gradual extension of the network of tickets for public transport in Warsaw. Passengers are encouraged to use different ticket sales channels. When deciding whether to purchase, the time and comfort will often be affected. This makes it possible to shop in a well-developed network of stationary ticketing machines. Accordingly, the minimum requirements to be met by operators wishing to cooperate in the sale of tickets via fixed ticketing machines have been drawn up.

In implementing the contract the Contractor will be responsible, inter alia, for:

the supply, setting and installation at its own cost of the machines of at least 30 machines with the functionality specified in the contract,

indication of the initial locations where the dispensers will be submitted,

the installation and launch of all the machines and the start of the ticket sales in the locations accepted by the ZTM locations will take place within 12 months of the signature of the contract (ZTM reserves the possibility to indicate up to 30 % of the location),

obtaining all the necessary permits and approvals for the arrangement of the machines (projects, administrative decisions, maps, energy links, etc.),

to communicate to the ZTM every month the report on the state of play concerning the installation of the machines;

if it is found, in the course of the activities carried out in connection with obtaining the necessary permits, that the machine cannot be located in an approved location, the Contractor will submit a proposal to the ZTM for a new location within a period not exceeding 1 months from the date of receipt of the information which makes it impossible to locate the machine in the original location. Once the ZTM has accepted the new location, the date for completion starts from the beginning,

ensure that tickets can be sold 24 hours a day, all days of the week in each device, coded on proximity cards and card tickets according to the shipping tariffs and according to the rules of the ZTM,

ensuring that all ticket sales are registered,

any damage arising from the subsequent resale of tickets to passengers and provision of the possibility of recording the ticket purchased online via the Internet Service Sales Bilets,

ensuring full e-holograms coding on cards and the blocking of Warsaw and young Warsaw ticket sales on cards without e-holograms, in agreement with the ZTM,

the current operation and maintenance of the dispensers, ensuring their continuous operation,

the removal of malfunctions of the dispensers, as reported by passengers or the ZTM,

adequate protection against unauthorised use,

transfer to the ZTM via the SFTP server so called ‘event files’, in accordance with the conditions set out in the contract,

The contracting authority reserves the right to amend the technical requirements as regards: the tariff regulations, i.e. the price and functionality of the ticket, the introduction of new tickets, changes in technical conditions, such as payment methods, operating systems, changes to the specification of technical files, for the procurement of tickets, changes in number format, discount value, timing of payments, security features.

A performance guarantee of PLN 50 000 (in words: fifty thousand PLN) to be transmitted within 14 days of the conclusion of the contract. The guarantee may be laid down in the form of:

(a) a bank guarantee,

a deposit to be paid to the designated bank account of the ZTM.

The ZTM will be entitled to take all or part of the security in the event of improper performance of the contract by the Contractor in the event of the obligation to pay contractual penalties or indemnities relating to the performance of the contract. The Contractor shall be required to supplement the amount of security less than the limit initially indicated within 7 days of the written information provided by the ZTM.

The requirements to be met by operators wishing to establish cooperation in the framework of an open system for the sale of public transport tickets via stationary ticketing machines have to be developed.

The Parties shall permit modifications to the agreement as follows:

(a) in the event of a change in the technical requirements, the parties shall allow the conversion of the contract for ticket contracts, the format of the number of tickets or changes in the way of security,

(b) in the event of a change in the technical conditions, the parties shall permit an amendment of the agreement as regards the way in which payments are made, changes in the operational systems, changes to the specification of technical files to be submitted to the ZTM,

(b) In the event of a change in the functional requirements of the dispensers, the Parties shall permit the introduction of new functionalities such as the possibility to pay the additional charges imposed for the absence of a valid transport document and the entitlement to a free or reduced journey, the introduction of a grey list of proximity cards numbers, e-holograms coding changes.

(c) in the event of a change in the tariff regulations, the parties shall permit a change in the contract for ticket prices, the types of tickets, the functionality of the tickets, or the introduction of new types of tickets, the value of the discount, the time limit for payment,

(D) In the event of a change to the ticketing system, the Parties shall permit an amendment of the agreement as regards the appropriate adjustment of slot machines to carry out the sale of tickets, using all the necessary requirements set out in the requirements.
