Promoting Alternatives to Animal Testing through the Development of eLearning Tools for Directive 2010/63/EU
The Contractor should develop three distinct e-Learning modules for specific tasks that people still experimenting with animals and/or officials authorizing experiments need to carry out when applying the principle of replacement, reduction and refinement of animal testing as per the Directive 2010/63/EU. The tasks are:
1) "Design of procedures and projects";
2) "Project Evaluator";
3) "Implementation of the severity assessment framework within projects using live animals".
Based on this contract, the set of the mentioned training materials can be made available to all training providers across the EU. To ensure fitness for purpose, the contract includes a review of the e-learning modules by a relevant expert group.

Single service contract of 24 months, not renewable, with a budget of 260 000 EUR.
Please note, this was previously published in the PIN OJ 2018/S 056 — 123139 of 21.3.2018 with the title “Scientific and technical development of interactive e-learning modules on Severity Assessment Framework, the Design of projects and procedures involving animals and on the role of the project evaluator of animal studies performed under Directive 2010/63/EU” and had a budget of 300 000 EUR.

In line with Article 11.1(e) of the Annex to Regulation (EU, Euratom) 2018/1046 on the financial rules applicable to the general budget of the Union, for new services or works consisting in the repetition of similar services or works entrusted to the economic operator to which the same contracting authority awarded an original contract, provided that those services or works are in conformity with a basic project for which the original contract was awarded after publication of a contract notice, subject to the conditions set out in Point 11.4.
You may submit any observations concerning the award procedure to the Contracting Authority indicated under Heading I.1.
If you believe that there was maladministration, you may lodge a complaint to the European Ombudsman within two years of the date when you became aware of the facts on which the complaint is based (see http:// www.ombudsman.europa.eu). Such complaint does not have as an effect either to suspend the time-limit to launch an appeal or to open a new period for lodging an appeal.
Within two months of the notification of the award decision you may lodge an appeal to the body referred to in VI.4.1.
