7. Contract description
The Technical Assistance (TA) intends to support the EIB’s Financial Sector Operations in the Caribbean countries through capacity building of Financial Institutions and Final Beneficiaries. The TA consists of three components:
• Component 1: Provide targeted capacity building via consulting interventions for each Financial Institution.
• Component 2: Design and deliver training programmes focusing on Credit Risk Management, Banking and Administrative Risk Management and Social Performance Management to Financial Institutions.
• Component 3: Ensure compliance of Financial Intermediaries with standard EIB conditions attached to credit lines.
A team of long-term, intermittent and short-term experts specialized in microfinance, risk management, social performance, and business development with experience in similar kind of assignments shall carry out the above mentioned components.
The Contractor will also be requested to (i) oversee the whole programme as well as coordinate and supervise the provision of the above TA components to the various FIs; (ii) provide a first level control of the allocations under the underlying facilities; and (iii) liaise with the EIB’s Santo Domingo office with regards to programme implementation.
The Project will be headed up from the Region (location to be determined), for a period of three years.

ACP-EU Partnership Agreement signed in Cotonou on 23 June 2000 as amended in Luxembourg on 25 June 2005 and in Ouagadougou on 22 June 2010; Council Regulation (EU) 2015/322 of 2 March 2015 on the implementation of the 11th European Development Fund; and Council Regulation (EU) 2015/323 of 2 March 2015 on the financial regulation applicable to the 11th European Development Fund.
