The EEA has been made responsible for implementing the phenology component as part of the Copernicus Land Monitoring Service’s product portfolio.This call for tenders aims at the establishment of a framework service contract with an economic operator covering the production as part of the implementation of the high resolution vegetation phenology and productivity monitoring of the copernicus land monitoring service.

All services shall mainly be performed at the future contractor’s own premises, with occasional meetings at the EEA’s premises in Copenhagen or at other locations for Copernicus ad-hoc meetings.

II.2.4)Description of the procurement:

The future contractor is, as an operational service, expected to deliver high resolution plant phenology and productivity information to end users. This includes the implementation, operation, delivery and promotion, of the vegetation phenology component on behalf of the EEA and in accordance with predefined end user requirements. The following tasks and products shall be implemented:

1) Vegetation indices;

2) Assessment of suitability of phenological indicators;

3) Seasonal trajectories;

4) Phenological and productivity parameters;

5) Harmonisation with CLMS global component;

6) Data dissemination/access;

7) User uptake (helpdesk, organise user meetings/forum).
