Support to the Commission for the determination of the carbon leakage list post-2020 under the EU emission trading system.
Once the ETS Directive is revised (ongoing legislative process), the carbon leakage list valid for the period 2021 to 2030 will have to be established. The Commission therefore requires support from an external consultant in collecting and processing the relevant data and, in particular, in ensuring the quality of the data, addressing data gaps and performing cross-checks. Based on the data collected, 3 different types of assessments (each with their specific requirements) will have to be carried out and the contractor is supposed to provide support in this process.
The Commission requires support in collecting data, ensuring its quality and addressing data gaps, performing cross-checks and validation and providing analysis and proposed ways forward in case of data inconsistencies or discrepancies.
The contract will have 3 tasks: first, provide support in carrying out quantitative assessments (collect data, process it, perform data cross-checks), second, provide support with additional assessments (analyse data submitted, ensure a comparably robust approach for all types of assessments, perform cross-checks and ensure data quality) and third, provide support to the Commission in its communication activities. The deliverables linked to the 3 tasks are therefore tables (including underlying data), explanatory notes (regarding data issues and related solutions found), brief analysis papers and presentations.

A maximum of 2 representatives per tender may attend the opening (no expenses paid). For organisational and security reasons, the tenderer must provide the full name and ID or passport number of the representatives at least 3 working days in advance to: firstname.lastname@example.org
Failing that, the contracting authority reserves the right to refuse access to its premises.
Section VI: Complementary information
In line with Article 134.1.e) of the rules of application to Regulation (EU, Euratom) 2015/1929 of the European Parliament and of the Council of 28.10.2015 (Financial Regulation), during the 3 years following conclusion of the original contract, the contracting authority will be able to use the negotiated procedure for additional services (without prior publication of a contract notice) for new services or works consisting in the repetition of similar services or works entrusted to the economic operator to which the same contracting authority awarded an original contract, provided that these services or works are in conformity with a basic project for which the original contract was awarded after publication of a contract notice, subject to the conditions set out in paragraph 4 of Article 134.

You may submit any observations concerning the award procedure to the contracting authority indicated under heading I.1.
If you believe that there was maladministration, you may lodge a complaint to the European Ombudsman within 2 years of the date when you became aware of the facts on which the complaint is based (see http://www.ombudsman.europa.eu). Such complaint does not have as an effect either to suspend the time limit to launch an appeal or to open a new period for lodging an appeal.
Within 2 months of the notification of the award decision you may lodge an appeal to the body referred to in VI.4.1.
