II.2.4)Description of the procurement:

The purpose of the Operation is the creation of a type C gymnasium, with a reception and distribution hall, comprising a 44 x 23,5 x 7 m sports platform for school training, i.e. priority for school pupils in the vicinity, and for the training of sports clubs that the municipality wishes to host on that equipment. The estimated financial allocation for the works is estimated at EUR 2 380 000 (HT).

This amount is calculated on the basis of a floor area of 1 524 m2 to be created. It includes the construction of the gymnasium (public reception area and clubs, sports hall room) but also external facilities (public access forecourt, bicycle shelter, logistics area, soft traffic connections, crudging or other solutions for adaptation with the land of the main adjoining games). Following the completion of the competition, the task entrusted to the contractor will be a basic assignment with execution studies.

At the end of the competition, each candidate who has submitted a benefit in accordance with the rules of the competition will receive a premium of EUR 17 000, excluding VAT, in excess of the rate laid down in the rules in force.

The remuneration of the project management contract will take account of the premium received by the winner.

On a proposal from the selection board, the contracting authority may reduce or cancel the premium for candidates whose discounts are judged to be incomplete or not in line with the programme.

The award of the grant will be made on the basis of the selection board’s proposal within 30 days of the date on which the selection board sends the written record of the full review of the services provided and will formulate its reasoned opinion.

The applicant must have minimum professional skills and qualifications in the following fields: architecture, construction engineering, structure, fluid, electricity and acoustics, as well as construction economics.

In the case of a group, the legal form required by the contracting authority shall be the joint association with joint and several agents. The architect is an authorised representative of the group. However, joint and several groups are affected. Applicants may not submit more than one application by acting at the same time:

— as individual candidates and as members of one or more groups,

— as members of several groups.

However, a candidate may apply by acting both as a member of a group and as a subcontractor for one or more groups.
