The Lapland ELY Centre asks for a tender preparation in accordance with this invitation to tender and its annexes. The contracting entity reserves the right not to acquire all or part of a service specified in this invitation to tender. The amount of procurement resulting from this call for tenders will be carried out within the limits of the appropriations available for the budget year. The possibility of two (2) one-year options for the years 2020-2022 is also reserved. The exercise of the option is at the discretion of the buyer. The value and the amount of the option may be equal to or less than the option.
In the first year of the contract, the purchase of 50 % of the annual number of service providers will take place in the first year of the contract (number of team days actually realised). If the buyer makes use of potential option periods, 65 % of the volume purchased and 35 % of the volume purchased by the weaker returned service provider will be purchased from the service provider who received the better feedback.

A framework agreement is a contract between one or more contracting entities and one or more suppliers, the purpose of which is to establish the terms and conditions for contracts awarded during a given period. Two (2) service providers shall be eligible for the framework agreement, unless there are fewer eligible tenderers and no eligible tenders. A contract award contract is to be awarded in the form of a contract for the provision of services per service.
