Model-based economic analysis is important for policy preparation and essential to achieve the EU objectives on climate change. This cannot be limited to representing the EU economy. Climate policies in the EU also depend on global developments led by the new climate change agreement under the UNFCCC and at national level. This contract should give access to a broad set of state-of-the-art modelling tools that can assess climate policies on global scale and in major partner countries. This contract should be dedicated to improving the performance of the global modelling tools that can inform EU climate policy-making and to improving the understanding of policies put in place in third countries; it should therefore also include data gathering on policies in place or planned in partner countries.

In line with Article 134.1(f) of the rules of application to the Regulation (EU, Euratom) No 966/2012 of the European Parliament and of the Council of 25.10.2012 (Financial Regulation), during the 3 years following conclusion of the original contract, the contracting authority will be able to use the exceptional negotiated procedure for additional services (without prior publication of a contract notice) consisting in the repetition of similar services (up to a maximum of 50 % of the original contract value) entrusted to the economic operator awarded the initial contract by the same contracting authority.
Tender documents will be available for download at the address indicated under heading I.1. The website will be updated regularly and it is the tenderers' responsibility to check for updates and modifications during the tendering period.
N.B.: the initial budget foreseen in the prior information notice 2015/S 37-062225 of 21.2.2015 was 500 000 EUR and has been changed to a range of 475 000 EUR–500 000 EUR.
The contract was awarded to the consortium: PBL Netherlands Environmental Assessment Agency, Netherlands; International Institute for Applied Systems Analysis, Austria; Cambridge Econometrics Ltd, United Kingdom, and NewClimate Institute for Climate Policy and Global Sustainability, Germany.
