Article 13 of the Industrial Emissions Directive requires an information exchange to be organized including non-governmental organizations promoting environmental protection. This exchange of information, the so-called ‘Seville process’, leads to the production of BAT reference documents (BREFs) and BAT conclusions contained within them. Most participants in the Seville process and the main information provider to it has generally been industry, with Member States providing less information and NGOs providing a minority of input.
