The Ukraine Higher Education project is a EUR 160 million initiative co-financed by EIB, NEFCO, E5P and the Government of Ukraine aimed at the refurbishment of teaching, research and supporting facilities at various state higher education institutions in Ukraine with a view to improving their energy efficiency and making other non-energy efficiency related educational investments. The objective is to reduce the running costs of participating state higher education institutions, and to improve the quality of teaching, learning and academic research facilities.
The primary government institution responsible coordination of the project implementation is the Ministry of Education and Science (MOES). MOES will staff and house a Programme Management and Support Unit (PMSU) to be headed by a Deputy Minister.
The purpose of this technical assistance assignment is to provide expertise and institutional capacity to the PMSU in order to: i) assist the Ministry and the participating higher education institutions throughout the entire project cycle, including: design review, procurement, contract administration, monitoring and supervision of construction, commissioning, testing and acceptance, and ii) strengthen their institutional capacities in the identification, preparation and implementation of projects through exposure to best international practices in procurement, administrative and financial management as well as technical aspects. Specific resources will be devoted to building the capacities of the participating higher education institutions for environmental management and the sustainable operation of the refurbished facilities.
