Joint Procurement Contract for Printing Services and Signs
In 2019 Oslo Municipality prepared a new common visual identity. This identity is to be implemented up until 2023.
The joint visual identity shall strengthen Oslo Municipality as one organisation. The communication must appear as overall, and services, offers, and experiences that Oslo municipality can offer to all contacts must be clearly stated. The municipality has joint templates and picture archives, and a new design tool for simple graphic productions.
Entering into joint procurement contracts will contribute to the contracting authority reaching its goal of using its scale advantages for standardising and making the municipality's procurements more efficient. The contract area has been chosen based on the possibilities for reaching this aim.
The joint procurement contract will cover the contracting authority's need for printing services and signs.
1) Printing services:
This sub-contract includes, amongst other things, envelopes, brochures, folders, reports, publications, booklets, flyers, cards, large formats, and finishing services. The sub-contract also includes some graphical design, mass dispatches with variable data, as well as packing and distribution.
Tenderers can choose to offer trade fair articles and vehicle foiling. The entities will have a voluntary option to procure trade fair articles and vehicle foiling under the contracts.
The contracting authority has an option for up to 1 + 1 year extension on verbatim terms.

2) Signs, assembly and maintenance:
This sub-contract includes, amongst other things, exterior and interior signs, signs for urban areas, streets and parks, signs for construction sites, foundations, assembly and disassembly, and other services connected to the deliveries.
There will also be a need for tactile signs and signs with braille in order to fulfil the universal design requirements in public buildings.
Afdeling III: Juridische, economische, financiële en technische inlichtingen
Tenderers must be a legally established company.
Norwegian tenderers: Company Registration Certificate
Foreign tenderers: Verification that the company is registered in a trade index or a register of business enterprises as prescribed by the law of the country where the company is established.
Sufficient economic and financial capacity to be able to fulfil the contract.
The company's last annual financial statements including notes, the board's annual report and audit report, as well as new information of relevance to the company's fiscal numbers.
The contracting authority reserves the right to obtain credit ratings on its own initiative.
Tenderers must have experience from similar deliveries. Similar deliveries mean deliveries of the same product groups to customers with many delivery addresses.
A short description of the most important deliveries in the last 3 years, including information on the contract's value, delivery date, number of delivery places and the name of the contracting authority, as well as a description of the assignment's content.
Good implementation abilities are required.
Documentation requirement: a description of the tenderer's average annual workforce and the number of employees in the management in the last 3 years.
Tenderers must have good competence and experience with universal design.
Documentation requirement: information on education and professional qualifications as regards universal design within printing services for sub-contract 1 and signage for sub-contract 2.
