Tool and Support for a Business Rule Management System/Decision Management System (BRMS/DMS)
The aim of the contracting authority is to secure a new solution to automate decisions and to give decision support, which supports statutory requirements and which covers the contracting authority's need for clear and secure rule management.
The aim of the contracting authority is to secure a new solution to automate decisions and to give decision support, which supports statutory requirements and which covers the contracting authority's need for clear and secure rule management. The contracting authority intends to establish a contract for the procurement of a business rule management system/decision management system with support and maintenance, as well as additional services/additional software. The system will be integrated with other applications, consisting of purpose-built and standard case management tools. In accordance with the contracting authority's strategy, we are looking for a standard software/standard service that can be adapted to the contracting authority's needs and that is delivered on a cloud-based platform (SaaS/PaaS).
The contract can be extended for 2 years + 2 years + 2 years, so that the total possible contract length is 12 years.

Tenderers must be a legally registered company.
Documentation requirement: company registration certificate or equivalent documentation showing that the tenderer is registered in a register of business enterprises, a professional register or a trade register in their homeland.
Tenderers must have the required economic and financial standing.
• the last approved annual financial statements with the annual report and auditor's report as well as any newer information of relevance;
• solidity assessment from a company licensed to operate a credit information business. The assessment must not be more than three months old at the application deadline, be based on the last approved fiscal figures and should provide information about credit worthiness and the degree of bankruptcy risk.
Tenderers must have experience from comparable assignments.
Documentation requirement: description of up to three of the most relevant assignments during the last 3 years. The description must include a description of the assignment, statement of the assignment value, dates and recipient (name, telephone and email). It is the tenderer's responsibility to confirm relevance through the description.
