Technical support for RES policy development and implementation: “Potential for harmonisation and alignment of health & safety standards for wind- power plants at onshore as well as offshore sites”
The subject matter of the contract is to analyse the potential for harmonisation and alignment of health and safety standards in the operation, maintenance, and decommissioning of wind-power plants and their construction of onshore as well as offshore sites.
The tasks will be performed on the contractor's premises. Meeting between the contractor and the commission will be held on commission premises in Brussels.
The study should fulfil the following objectives:
— provide an overview of legislation in force or in preparation that allows easy identification of common elements and potential differences,
— provide an overview of standards and certification procedures in force or in preparation with respect to their scope and technical content,
— establish a broad agreement in the wind energy sector on a process to identify areas where further harmonisation or alignment could be beneficial,
— develop a detailed methodology that can be used to qualify, assess and prioritize potential harmonisation or alignment at European level. This methodology should have a strong support of all stakeholders in the wind energy sector,
— present a catalogue with 15-30 potential health and safety initiatives for the wind-energy sector and their expected socio-economic benefits.

Tenderers may attend the meeting but be represented by not more than 1 person. At the end of the opening session, the chairman of the opening committee will indicate the name of the tenderers and the decision concerning the admissibility of each offer received. The prices mentioned in the bids will not be communicated.

Within 2 months of the notification letter informing about the result of the tender or, failing this, the date on which the claimant was informed thereof. The lodging of the complaint with the European Ombudsman can neither suspend the deadline nor give rise to a new deadline.
