Framework Agreement for Technical Cooperation with the National Energy Authority in China on Power Market Reforms
The procurement covers a framework agreement whereby the successful tenderer will be assigned responsibility to provide the National Energy Authority of China (NEA) with international expertise relevant to optimize ongoing power market reform processes at national and provincial level. Norad has been requested to procure and manage the framework agreement on their behalf.
Specific tasks will be assigned under the framework agreement. The selected consultant will actively engage with key stakeholders to assess and provide recommendations on the design of an integrated national electricity market. The cooperation will in addition comprise facilitation of strategic dialogue, involving internationally renowned expertise on political and technical aspects of power market reform, as well as optional subsequent support for the implementation of power market reforms.

The agreement has a duration of one year, with an option for the contracting authority to extend it up to a total of 4 years. The value of the framework agreement is estimated to be between 2 NOK and 14 000 000 NOK ex. VAT for the total of 4 years.
Norad has the option to extend the agreement 3 times, up to a maximum of 4 years.
Afdeling III: Juridische, economische, financiële en technische inlichtingen
Legally established business:
The tenderer must submit a certificate of registration or register transcript (sole proprietorships) from the central coordinating register of legal entities.
Norwegian tenderers must submit a tax certificate for value-added tax, taxes and social contributions (Norwegian suppliers: form RF-1316). The tax certificates must not be older than six (6) months calculated from expiry of the closing date for submission of tenders. Sole proprietorships must submit confirmation that they are not registered in the VAT register. Overseas tenderers must submit equivalent tax certificates from their own countries.
Personnel used to conduct assignments under the framework agreement must sign a confidentiality declaration before they can commence work.
Data processing agreement — GDPR:
The winning tenderer and Norad shall enter into a data processing agreement before work can start.
