Cultural Services Tender: Management and Operation of Worthing Theatres and Museum
Adur and Worthing Councils is inviting suitably qualified and experienced organisations to tender for the contract to manage Worthing Theatres and Worthing Museum; jointly referred to as Worthing’s Cultural Services. Worthing Theatres are made up of four well managed, supported and maintained performance/cinema venues including Connaught Theatre and Studio, Assembly Hall and Pavillion Theatre. Situated in the town centre Worthing Museum is a vibrant heritage offer including custodianship of collections of national importance. The contract will be formed of leasehold and management contracts, thereby transferring the business of the council’s Cultural Services and all its activities to an external party. The council is seeking to negotiate a long-term commitment with a suitable partner and is look for an experienced company, organisation or trust that combines prudent business planning as well as artistic vision and innovation. The Open tender process will be undertaken in accordance with the Official Journal of the European Union (OJEU), Public Contract Regulation 2015 and Adur and Worthing Councils’ procurement framework. The value of the contract has been calculated based on a budgeted subsidy paid by the Council which is expected to diminish during the contract term and any future fee payable to the Council. Necessary or desired capital works are not included in this subsidy. Throughout the tender process the Council will look to maximise the economic, social and environmental benefit to the community and will be evaluated using a price/quality ratio as detailed within the tender documentation.
TUPE will apply and under the Best Value Authorities Staff Transfer (Pension) Direction 2007, Council staff who transfer will have the right to access either the Local Government Pension Scheme (LGPS) or an alternative scheme with equivalent benefits.
