The overall aim of the contract is to assist the European Commission by compiling, comparing and synthesising information concerning the measures implemented under Directive 91/676/EEC (the Nitrates Directive) in the 28 Member States and — where applicable — at regional level in order to comply with the directive.

The contract focuses on measures and legal instruments stemming from Article 5 of the Nitrates Directive requiring Member States to establish Action Programmes, which should include measures aimed at preventing and reducing the risk of nitrate leaching and run off from agricultural activities.

II.2.4)Description of the procurement:

The contractor will be mostly involved in desk based research and analysis as well as in the creation of an electronic inventory.

The work will building on already available information collected in the context of the implementation of the Nitrates Directive (existing studies, Nitrates Directive implementation reports, information provided by Member States on an ad hoc basis, etc.), on information to be gathered autonomously by the contractor via desk based research or information provided by the Commission services.

In particular the contractor will need to:

1) Create an electronic inventory (i.e. a user friendly updatable wiki and database) of legal instruments and measures stemming from Article 5 of the Nitrates Directive in the 28 Member States and their regions;

2) Highlight the main differences in approaches and measures in the implementation of the Nitrates Directive;

3) Identify existing best practices in the Nitrates Directive implementation;

4. Identify potential transboundary impacts due to differences in approaches and measures in the implementation of the Nitrates Directive;

5) Identify interactions of different approaches and measures under the Nitrates Directive with the National Emission Ceilings Directive.

The required expertise to carry out the contract includes higher education or professional experience in: agronomy, diffuse nutrient pollution, EU environmental policies, written and numerical data collection, digital data management and database development.

Single contract of 12 months (total budget 200 000 EUR).
