The contracting authority for this contract is Møre og Romsdal County, c/o Ålesund Vocational College.
2) The procurement/contract'a objective and scope:
2.1) Need for machine officer education:
The machine officer students are taught in the use of high voltage installations. This teaching requires laboratory teaching and assignments for the students. High-voltage teaching is a requirement in the ‘regulations on qualifications and certificates for seamen’, and is included in the subject plan for machine officer education. It is a requirement for the college that students can practice on high-voltage installations in a good and safe way. The vocational college already owns a software system for a ‘Breaker simulator’ for our machine room simulator from Kongsberg Digital (K-Sim Engine). However we do not have a high-voltage switch that is compatible with the system. We currently have access to a ‘high-voltage rig’ that is owned by NTNU and Tafjord Kraft, where courses are held in high-voltage for different customer groups. This leads to problems with booking times for our students. This high-voltage rig has induced voltage. This means that the students are exposed to a risk of electric shock that can result in serious personal injury/death. The students are not insured.
The college would like to invest in a physical switch for the HV simulator part of the K-sim Engine for machine officer students. Preparations have already been made for the installation of the HV breaker. In this way we will have more overall teaching in the high-voltage/lab subject and laboratory assignments, and we will not depend on the high-voltage rig being vacant. This type of simulated switch will not expose students to the risk that they are currently exposed to.
The offer from Kongsberg Digital is NOK 725 000 excluding VAT.
2.2) Need for deck officer education:
Ålesund Vocational College needs to expand one of the ship simulators to include the perspective from the stern. Such an upgrade will contribute to advanced simulations beyond basic quantity training. This means that students will be able to build up greater situation consciousness of fairways, traffic, and operations on the ship's deck. Greater visual perspective will also facilitate and open future expansions in cooperation with businesses within, for example, handling anchors and fisheries.
The college would like to expand Bridge A from 220º perspective to include perspective from the stern for deck officer students. We have obtained an offer from KD of NOK 348 000 excluding VAT.
This offer will cover the mentioned need. The offer includes an expansion of the software and hardware to run three visual channels, three monitors with cables, and stands for monitors that are compatible with the existing equipment.
2.3) Grounds for not holding a contest
Kongsberg Digital AS has the exclusive rights to source code and exclusive rights to commercial sale of software developed for K-Sim Navigation. Ålesund Vocational College has investigated if there are other potential tenderers in the market. There is only tenderer in the market who delivers upgrading/expansion of Kongsberg K-Sim Engine simulator.
The high-voltage installations will be connected to the already existing K- Sim Engine. There is also only one supplier in the market her that delivers installations that are compatible with the existing equipment.
The legal basis for entering into a contract is, therefore, deemed to be fulfilled, cf. the public procurement regulations § 13-4 second and third sections.
