The UK Ministry of Defence (UK MOD) is issuing this Pre-Procurement Notice to invite companies to participate in the Market Engagement phase for the future of Maritime Support. As part of this phase, we are exploring the Market in relation to the Ships Engineering Services and Naval Base Services (including Repair and Maintenance, Cleaning, Grounds and Waste Management, Office Services and Equipment, Utilities, Catering, Security, Accommodation, Waterfront and Lifting Services and on-site Logistics and off-site freight forwarding) at Portsmouth Naval Base. The objectives of this Market Engagement phase are to test market appetite, understand market capability and the market view of innovation and best practice to enable MOD to inform the procurement strategy for future service delivery.
Market Engagement:
The FMSS Market Engagement will commence with a Market Day, to be held on 28.2.2018 and will be followed by a Request for Information, to be issued early March 2018.
The UK MOD invites all parties interested in attending this event, to submit an expression of interest (EOI), confirming the name(s) of those wishing to attend, by no later than Noon on 23.2.2018 to: DESShipsWspt-Comrcl-Subs.mod.uk. Please include "FMSS Market Day" in the email subject line. Following receipt of an EOI, MOD will respond with further details regarding the event. (Please note, we require responses to this Pre-Procurement Notice through your company e-mail address only. Responses via personal e-mail addresses will not be accepted).
Places at this event are very limited, currently no more than two personnel per organisation, but subject to extent of interest, we may be required to reduce this representation number per organisation. Please prioritise the names of those wishing to attend, should we be required to limit attendees to one per organisation. Expressions of interest received after 23.2.2018 may be rejected owing to restrictions on the number of attendees.
Following the Market Day, a Request for Information (RFI) will be published on Defence Contracts Online.
In issuing this PPN and engaging with the market, the UKMOD is not committing to conduct any procurement in relation to the FMSS Programme. Equally non-participation in this Market Engagement will not be taken into account in any future procurement activities and will not preclude any organisation from submitting a tender in any future competitions.

II.7)Additional information:
In 2014, MOD placed two contracts with industrial participants for Naval Base, Ship, and Submarine outputs, to drive sustainability in, cost out, and increase fleet availability. These contracts form the Maritime Support Delivery Framework (MSDF) and are due to expire in 2020. FMSS is a programme of work that will succeed and further improve upon the contracts currently in place.
From MSDF expiry, FMSS will ensure the Royal Navy (RN) is able to put its ships and submarines to sea to maintain the key strategic requirements supported by well-maintained Naval Bases on the Clyde, Devonport and Portsmouth.
The FMSS project wishes to go further than MSDF delivering additional transformational change, cost reductions and will provide an improved service for the RN.
Recognising the success of both MSDF, and its predecessor WSMI, in supporting the Royal Navy, after nearly 20 years it is timely for MOD to review its current Naval Base Services solution.
It is currently anticipated that the formal procurement of the FMSS will be subject to Defence and Security Public Contract Regulations (DSPCR) 2011 and there is the potential for elements of the scope to be exempt from the DSPCR 2011.

The contracting authority considers that this contract may be suitable for economic operators that are small or medium enterprises (SMEs). Suppliers interested in working with the Ministry of Defence should register on the MOD Supplier Information Database (SID) Register, available at www.contracts.mod.uk. The MOD SID is a database of active and potential suppliers available to all MOD and UK Defence procurement personnel, and is the main supplier database of MOD Procurement organisations. Suppliers wishing to compete for advertised MOD contracts must respond to any specific call for competition by submitting a separate expression of interest in accordance with the instructions of the purchasing organisation.

From 2.4.2014 the Government introduced its new Government Security Classifications Policy (GSC) to replace the Government Protective Marking Scheme. A key aspect of this is the reduction in the number of security classifications used. All suppliers to the Department are encouraged to make themselves aware of the changes as it may impact on this Requirement.
