Elementi prinċipali tal-proċedura: The contracting entity will apply a competitive procedure with negotiations as the prior negotiations are necessary to guarantee that the works are perfectly adapted to the contracting entity’s specific needs and because of the specific circumstances related to the design and performance of construction works in Greenland, and the risks attaching to them. The contracting entity will pre-qualify minimum two and maximum four candidates who will be invited to tender. To be considered for pre-qualification the candidates must meet the minimum requirements on economic and financial standing as well as technical and professional ability, as set out below and in the prequalification conditions. The economic operator cannot be subject to an exclusion ground as set out in the ESPD, that is part of the pre-qualification material and must be filled out be the economic operator. The economic operator must sign a statement on processing personal data and a statement concerning restrictive measures in view of Russia’s actions destabilising the situation in Ukraine.

Informazzjoni addizzjonali: To be considered for pre-qualification the candidates must meet the following minimum requirements: The economic operator is required to have minimum: • an average yearly turnover of DKK 2,000,000,000.00 in the past three financial years, • a solvency ratio (equity / assets) of 17.5% in the past financial year, and • a liquidity ratio (current assets / current liabilities) of 100% in the past financial year. The economic operator is required to have performed minimum the following (minimum requirements): • One works contract with a contract sum of minimum DKK 500,000,000.00 net of VAT, • Two electrical engineering and mechanical installation works contracts at a hydroelectric power plant with a turbine effect of a minimum 10 MW (e.g., installation of generators, transformers, turbines, and/or electricity distribution and control equipment), and • One tunnelling works contract of minimum 2,500 meters performed in bedrock. • One works contract in Greenland or in the Arctic (e.g., in Iceland, Finland (Northern Ostrobothnia, Kainuu and Lappi), Sweden (Västerbotten, Norrbotten and Lappland), Norway (Nordland, Troms, Finnmark, Svalbard and Jan Mayen), Canada (Yukon, Northwest Territories, Nunavut), and the United States (Alaska)), The pre-qualified candidates will be selected based on who has provided the references that are considered most comparable to the tendered contract. Works comparable with the current contract are based on the following criteria. • works with a self-sufficient construction site in remote locations without existing infrastructure, • hydroelectric power plant construction work under a design and build contract, turnkey contract or Engineering, Procurement, and Construction (EPC) contract, • hydroelectric power plant construction work concerning expansion of an existing hydroelectric power plant, • design, installation, test and commissioning of overhead transmission lines • tunnelling works with “piercing” method (i.e., conventional excavation with subsequent blasting of the last portion of the rock cover), • managed its responsibilities concerning health, safety and environment (HSE) under the performed works contracts in accordance with relevant international standards certified by accredited bodies (e.g., ISO 14001 and related standards concerning environmental management and ISO 45001 and related standards concerning occupational health and safety or similar).
