The aim of this service contract is to support the timely delivery of draft and final integrated national energy and climate plans of the Member States as part of the Energy Union governance. It will help Member States to prepare both the draft and final national plans according to the process, timeline and template detailed in the proposed Regulation on the Governance of the Energy Union of 30.11.2016 and other supporting documents. Consultations on the plans are required domestically, with other Member States as well as with the Commission.

The nature of the practical support work is described in the technical specifications. A focus is on Member States who ask for Commission assistance due to technical or administrative capacity constraints with respect to certain elements of the national plan preparation.
